PIRS

We use the 3-layer analysis framework as the basis for intelligence preparation. Additional PIRs are added as needed. This is a modified version of the PMESII-PT / ASCOPE framework.

Economy
Taxes, production, logistics, business, banking, federal control, government intervention into the economy, subsidies, foreign investment and other factors as required. 

Military
Military assets, troop strength, readiness, morale, capabilities, skirmishes, battles, war, exercises, bases, training areas, no-fly zones, defense zones, identification zones.

Political
Political parties, policies, law, boundaries, counties, states, districts, government departments, government agencies, controversies and political movements, demographics, population, suppression, oppression. 

Social
Social groups, churches, organizations, bars, social clubs, holidays, traditions, weddings, funerals, religious events, crime. 

Information
Media, radio, TV, websites, gossip, bulletin boards, advertising, magazines, government, information sources.

Physical Environment
Terrain, natural disasters, disease, weather and climate. 

Infrastructure
Security, fire, rescue, medical, food, power, water, sewage, phone, internet, roads, walls, dams, drainage, canals, water treatment, supply chains, shipping, freight, airports, ports, digital infrastructure, cyberattacks.

ASPOA |2nd Level Analysis

Areas
Boundaries, zones, AO, AoI, AI, economic development areas, trade zones, cities, towns, unincorporated areas, villages, markets, parks, forests, hydrology, land use, and other areas. Attribute if possible.

Structures and Formations
Any type of building, man-made or natural structure or notable formation. Mountain peaks, rocks, buildings, cell towers, substations, etc.

People
Individuals, leaders, politicians, landlords, investors, influencers, powerbrokers, and other notable figures both current and historical. 

Organization
Groups, companies, organizations, ethnic groups, social networks, tribes, clans, families, racial groups, citizens, political parties, agencies, departments, non-profits, NGOs.

Activities
Crime, holidays, elections, council meetings, training, exercises, campaigns, protests, harvests, projects, construction, notable actions. Attribute if possible

Size
How big is it? How many people? How much equipment? How much?

Alignment
Are they an ally, an enemy, neutral or unknown. How are they aligned with other organizations? How confident are we in this disposition?

Strengths
Internal strengths. What is done well?

Weaknesses
What is done poorly? What are the internal faults?

Opportunities
What opportunities do we have to influence this or control this?

Threats
What is the potential for harm, injury or damage?
