In the letter announcing the suspension, the HHS claims there was a debate about whether the research was gain-of-function research and that Ecohealth Alliance was ultimately allowed to proceed under specific guidelines. Allegedly, Ecohealth violated those guidelines and refused to provide additional documentation to HHS.
