Analyst Comment: We’ve expressed doubts before that the treaty would come into effect. It consolidates power within the WHO, a move that many countries will fiercely oppose, as they seek to retain power regionally. Additionally, differences over details of the treaty and its expansive nature may prove too intractable for the treaty to achieve widespread support.
